About Delaware community solar and the state's clean energy programs

In 2021, Delaware passed a law to expand access to community solar in the state. The new rules allow consumers to sign up for community solar farms in the service area of Delmarva Power. These solar farms can be up to 5 megawatts in capacity. The shares they sell must be no larger than 200 kilowatts or 60% of total capacity. The rules also require 15% of subscribers to be low-income.

As soon as it began accepting community solar applications, Delmarva Power received over 60 of them within two days. Community solar developers must also submit applications to the state Public Service Commission, which began accepting them in April 2022. The state expects most new community solar projects to be online in 2023 and will continue to grow in years to come.
